Promote ocp fp8

Fix pool tests for OFP8 data types

* Enable support of 1, 2, 4, and 8-byte custom types in CK.

Add support of OCP FP8 data types in CK for gfx950 arch

Removed multiple negations in fail/pass logic to propagate `true` as the success indicator.
