feat: update README_zh-CN to reflect comprehensive changes in MinerU 2.0 architecture and functionality

- Update the bug report template to direct users to search the MinerU Readme instead of Docs
- This change ensures users check the most relevant and up-to-date information source before reporting issues

- Update bug report template with more detailed instructions and sections
- Add operating system version field to bug report
- Include support for MPS in device options
- Disable blank issues and provide alternative contact links
- Remove feature request template

- Add support for Python3.11, 3.12, and 3.13
- Replace requirements.txt based installation with editable install

- Add "3.13" option for Python version
- Remove "3.9" option for Python version
- Update dependency version options:
  - Remove "0.8.x", "0.9.x", "0.10.x"
  - Add "1.1.x", "1.2.x", "1.3.x"

- Upgrade twine and install additional dependencies
- Add id, keyring, packaging, readme-renderer, requests, requests-toolbelt,  rfc3986, rich, and urllib3 to ensure successful package publishing

- Update the bug report template to include version 1.0.x
- Add 'npu' as a new option for hardware backend

- Remove outdated version options (0.6.x, 0.7.x, 0.8.x)- Add current version option (0.9.x)
