Pair programming with Paul

Taken from gatherND.cpp and modified so we include the axis parameter as opposed
to the batch_dims attribute.

Should always exist since we default this to zero when no axis is provided from
the instruction

Work in progress for the .hpp jit side.

Improvements/Additions to be made:

changes for the quant_convolution,
changes for the deconvolution,
Macros for MIOpen status checks

* Remove unused headers

Updated each source file in the repo with the existing license.

Remove std references in runtime compilation since these are not available when using hiprtc and the headers may not be available on the system

Add ref and gpu implementations for ONNX op GatherND

Resolves #1032
