Removes use_dynamic_same_auto_pad
Change padding_mode to be used for dynamic padding

Fixes TF literal parsing for relu6.  previously always made a float type literal, breaks for float16 as an example

Using not and or improves readability. The cppcheck rule will help ensure we are doing it consistently.

Bug 1: create_literal was using back_inserter to copy vector with already allocated size, causing double the size of literal.
Fix 1 : not use back_inserter
Bug 2: Input param to model can be from operation that has multiple output, in that case name of the input param would contain : e.g. input_1:0
Fix 2: Look for : and take substring

Updated each source file in the repo with the existing license.

Changed the pooling values for two structures from strings to specialized enum classes. Many test and operator parsing changes to support this. Introduces one new source file, op_enums.cpp.
