Enable MLIR performance enhancements with MIGRAPHX_ENABLE_MLIR=1

Adjust Github Action flows to reduce the workload per commit by caching the docker image once so all jobs can use it

* Cancel in progress performance runs if a new commit has been pushed. Concurrency only cancels any pending runs.

This adds a format.py file which will check or apply formatting using git clang-format or yapf.

HIP requires global work items in multiple of local work items. If it is not it is not guaranteed to generate correct results all the time.

Remove various file not required for what we use Github runners for

* Use hash for docker layer
* Remove `layer-` prefix. it gets added by action automatically
* Add requirements file to docker key hash
