This includes adding a requirements.txt for the Python packages required for linting. In the future, additional packages that our orchestration framework requires also go in here.

I basically did the following:
`mkdir experiments/simbricks/orchestration`
`mv experiments/simbricks/* experiments/simbricks/orchestration/`

Additionally, imports and paths had to be adjusted.

can be set up using `pre-commit install`
