- adds description for netperf experiment
- reformat local.py
- reformat results/netperf.py

this allows the shared memory regions to be created in /dev/shm/ e.g.
instead of the work dir.

Can now select between sockets (default) or rdma.

Includes an new DistributedExperiment class, a runner for distributed
experiments, a basic sequential runtime, and an example experiment
"dist_netperf" (although scaling beyond 2 hosts is currently still
broken in the rdma proxy).

This simplifies both ends, especially with checkpoints.
