This target only converts existing qcows to raw but does not trigger anything
else to be built. Main use-case is to run this in our released containers to
build the raw images that we're not shipping with because of the size.

Determines how much shm a particular connection will need based on the
parameters..

moved functions:
- create_basic_hosts()
- create_multinic_hosts()
- create_dctcp_hosts()

So we can use git in labs etc.

This enables qemu hosts to still run if KVM is not available, albeit
much slower.
