Cherry-pick 7bd3f40d

 (#39557) used the upstream requirements/test/
nested layout, but this branch still has the flat requirements/
layout (cpu-test.in not test/cpu.in). Revert the path rename while
keeping the torch==2.11.0 and sentence-transformers==5.3.0 fixes.
