Modifying the comments of inceptionV3 dimensions to match the pytorch convention. Relevant (https://github.com/pytorch/vision/pull/719#pullrequestreview-203194302)

The update allows inceptionV3 to process images larger or smaller than prescribed image size (299x299) using adaptive average pooling. Will be useful while finetuning or testing on different resolution images.

The update allows VGG to process images larger or smaller than prescribed imagenet size using adaptive average pooling. Will be useful while finetuning or testing on different resolution images. Similar to https://github.com/pytorch/vision/pull/643 and https://github.com/pytorch/vision/pull/672. I did not include adaptive avg pool in features or classifier block so that these predefined blocks can be used as it is.

Fixes #152

changed a small mistake.

First dimension is batch size, channel is the second

I have made some performance improvements to the model, and testing them now.  If results turn out good, I will submit a separate PR.

Using python2 style '/' will convert int type to float in python3 which will cause the following error when creating FloatTensor:

TypeError: torch.FloatTensor constructor received an invalid combination of arguments - got (float, int, int, int), but expected one of:
 * no arguments
 * (int ...)
      didn't match because some of the arguments have invalid types: (float, int, int, int)
