Summary: This commit upgrade the version of FFmpeg compiled against TorchAudio binary distribution to 5.0.4. FFmpeg 5.0 was released in Jan 2022, and many package managers provide a version of FFmpeg v5. Summary: This commit enables ffmpeg-feature build in tests and binary builds of all platforms.
