[hotfix] Suport extra_kwargs in ShardConfig (#5031)

* [refactor]: replace inference args with extra_kwargs in ShardConfig

* modify shardconfig

* polish code

* fix policy bug in llama

* fix bug in auto policy

* remove setattr in ShardConfig
