probably means a bad python version was specified
add an ‘expected fail’ test to the matrix to exercise this case

MRG: Refactor pip install to work round end of pip support

Move pip install commands into their respective platform / Python installs, for clarity.

Use `ensurepip` where possible.

Work around end of pip support for Pythons 2.7 and 3.5.

Deprecate install_pip function as confusing.  Move pip checks into
functions for individual platforms.

MRG: set MACOSX_DEPLOYMENT_TARGET for arm64 build
