MRG: fixes and tests for builds

* Added Andrew Murray's changes to the URLs, http -> https.
* Fixed the `suppress` utility to work correctly with set -e; it was previously
  swallowing errors, concealing real build failures, in the tests.
* Fixed some build recipe failures revealed by the fixes to `suppress`.
* Added BUILD_PREFIX to pkg-config PATH, to promote built packages before
  system packages.
* Disabled the lzo build test, pending fixes to clang build by author.
* Updated lzo version to latest.

We can't easily predict what the output directory will be for a Github
release archive.  Get fetch_unpack to tell us.  Add some tests that
won't fail, but at least show us the output.

Skip build tests if no docker available.

(There is no docker available for precise, so skip the builds for
precise).

Specify platform with env var, test 32 and 64 bit builds.

Strange macOS failure in refactor-suppress - is it also present on
devel?

Previous version was using a sub-shell to execute, and therefore not
catching errors during execution of the functions that had errors, but
did not return non-0 exit codes.

Add tests.
