Resolution option 2-1 for https://github.com/matthew-brett/multibuild/issues/116

Add libtool, flex, and bison.

flex must be fetched from the released archive, rather
than the GitHub autogenerated source.

The archives directory was not created. I tested this downstream and the fix worked.

Fetch OpenBLAS from wheels.scipy.org rather than building it.

build_simple did not install correctly

Old SWIG cannot compile on Python 3.

Some libraries use 'tar.bz2' instead of 'tar.gz' as source archive format.
This patch allows to pass a fourth argument to `build_simple` function to specify an alternative extension to the default `tar.gz`.

The `untar` function in common_utils.sh, used by `fetch_unpack`, already supports the following archive formats: tar, gz, bz2, zip and xz.

Snappy is a compression/decompression library.
