* get more logs from Rtools install

* empty commit

* add a timeout

* trying Invoke-WebRequest instead

* switch to CRAN link

* do not use Start-Process

* relative paths

* trying suppressmessageboxes

* switch strategy for running Rtools

* Update requirements_rtd.txt

* Update requirements_base.txt
