[ci] pin graphite2 in Python 3.9 environment (#6992)

* [ci] try pinning openjpeg

* pin even more

* only pin graphite2

* try removing all customizations

* restore all CI

* add a 'conda info'

* add a 'conda list' too

* move conda block in test.sh
